In Connecticut there aren’t any state regulations in place that require a server or bartender to be licensed in order to sell alcohol.
It is important to keep in mind though that some bar owners will require bartenders and servers to complete such courses regardless of state or city laws. This is because if a bar or restaurant runs into any legal issues, the state may take into account whether or not it’s employees had proper training when considering penalties for the business.

When training may be required
Although server training is not mandatory in Connecticut, the Liquor Control Act allows for required alcohol seller and server training in specific circumstances.
According to the act, if a permit/license to sell alcohol is suspended or revoked for any of the reasons listed (financial irresponsibility, illegal connections with wholesalers, excessive drinking, lying to the department, etc.), the Commissioner of Consumer Protection can mandate that the bar/restaurant owner and their employees to take server training.
